Why do video games so frequently poorly portray their female characters?

I mean, are video game writers just misogynistic? Are they just really bad writers?

It seems every recent video game in the past 10 years has succeeded in storytelling, plot, game mechanics, etc.-----except writing female characters. Even in recent games, female characters are usually:
-Two dimensional
-Boring
-Overly sexualized
-Used solely as an incentive to have the main character to kill the antagonist(AKA, Peach from Mario)
-Given a good backstory and motivations but having a bland unbelievable personality
-Etc.

Honestly it seems like the people who write these video game characters are the same people who write two-dimensional female characters in anime.

Why is it so hard for video game designers to write believable fleshed out female characters?

Whats the difference between Game Design Creation and Game Design Development?

I'm applying to Union County College to become a Game Designer. I'm just now finding that I have the option to study 'Game Design Creation', and 'Game Design Development'. If someone can tell me the difference, I would gladly appreciate it.

(My first instinct tells me that 'Creation' has to do with story, scenario, game mechanics, etc. And 'Development' writing codes and animating characters. I'm wondering which would be the art design. Level creation and background design, etc.)

Look at the Union County College catalog, which might be linked to its website and should be available in hard copy from the college, and read the lists of classes which are taken in each program.
