Civilization V I think is exactly what you're looking for.
You build your own kingdom/army, make your own laws, make your own roads, farms, etc, and research new science and play against other nations who are either players/CPU. It's a really awesome game AND pretty cheap.

Well, I've been out of the loop for awhile now and I was wondering what is the currently the most popular online PC FPS game? I used to be a big fan of playing Counter-strike 1.6 and source, but I've noticed that CAL and CEVO aren't what it used to be and it seems pretty dead. What about COD:MW2? Any suggestions guys? Thanks.
