I can't say for other countries, but in the UK we ring up the game developers, and ask. We can always open 1 copy to play in the stock room on lunch, and it really depends on the developers. I remember we were allowed by Ubisoft to purchase 1 copy per staff member 3 days before Assassins Creed was released. So it really depends here.
But I assume you're from the USA, so I can't answer specifically for that.

I go to VGReleases but there i cant find release dates of some games i know that are going to be released.So i need a site that covers all or more then VGReleases.Im particularly looking for PC games releases

Some games don't have a release games so they are announced for sometime in 2012 for example.
