I don't know the true definition of a gamer, but I'm sure I'm not one. I do enjoy to play video games, but am not a fan of games targeted to "gamers". What are your favorite "NON-GAMER" games?

Well first I would like to say that you are a gamer (in my eyes). You "do enjoy to play video games." That's what a "gamer" is. No you are not a hardcore, but casual. A gamer doesn't necessarily have to play Halo or God of War or Eternal Darkness, they're just someone who enjoys video games as a form of entertainment.
Now, to answer your question, there are numerous games out there for those that just want to play every once in a while.
My top pick is Animal Crossing. You play as a created character (boy or girl) who has decided to move out of your parents house and make it on your own. You are dropped off by the train to a small town filled with cute, yet annoying animals. They all want to be your friend, but you have to do certain chores or errands for them. This is what we call a real time strategy game because the current date/day in real life, is the same as in the game. As the system is still off, there are events/actions, etc going on within your town. Its really fun and addicting ESPECIALLY when you and several friends move into the same town.

Another pick would be Chibi Robo. Also for the gamecube, but its just something to pass the time. Again, you play as a small electronic robot who does the chores (cleans up after the humans) during the day with your handy-dandy toothbrush.

And last is Katamari Damacy. You play as a young prince to the King of Cosmos. But, oh no!!!! The stars have all disappeared. Because the King of Cosmos doesn't want to go out and make stars, he sends you the Prince to planet earth in order to roll a ball (Katamari) around the surroundings you're dropped into to collect/pick up stuff. It sounds silly, but it is entertaining as the ball gets bigger, you can pick up human beings, cars, animals, buildings, etc

whats the difference between arcades and game rooms??

Arcade and game rooms are the same, the differance is the terminolagy used by people from different eras.
The early days of the arcade were mechanicl games and shooting games, then came pinball and then video. in the late 80's early 90's home consoles took a hold and started to kill off the Arcade's. Game rooms to me are homes with a room sat aside for games to be in such as ping pong, pool, darts, shuffle board, classic arcade cabinets, ect.... But many younger people call Arcades now a days game rooms.
