In Game of Thrones: A Storm of Swords, what chapter does season 3 end and season 4 begin? If not the exact chapter then roughly where in the book? Thanks.

I don't think you can just jump in there. There are a lot of changes in the show. You won't know what's going on if you didn't read the book from the start.

But if you want, you can start reading after the red wedding. There's a wiki page with numbered chapters to guide you. http://awoiaf.westeros.org/index.php/A_Storm_of_Swords-Chapter_52

The chapter titles are not numbered in the actual book, each chapter is written from a different point of view character, the chapter title is the POV character's name. For example, red wedding chapter was titled Catelyn.
